Historic downtown and East Winter Garden: brick, age and old pipe
Winter Garden's Historic District was listed on the National Register in 1996, and the city says most of its historic buildings date from 1915 to 1940. Plant Street and Main Street commercial buildings went up again in brick after two fires. Buildings of that age may hold older supply and drain lines, so a plumber should look before promising a simple fix.
Historic East Winter Garden is a separate neighborhood, and the city runs a home rehab grant there. If you plan repairs under that program, ask the city how plumbing work fits its rules before any wall is opened. A leak detection visit on an older house is a sensible first step, because it finds the wet spot before anyone cuts into plaster.

Newer plats: Oakland Park, Hickory Hammock, Waterside and more
County plat records show Oakland Park units recorded from 2007 to 2019, Hickory Hammock from 2014 to 2016, and Waterside on Johns Lake from 2014 to 2020. Bradford Creek was recorded in 2014 and Heritage at Plant Street in 2018. A plat date is not a construction date, so we never guess a home's age from it.
Even so, these are the newer parts of town compared with downtown. In a newer house the first big plumbing job is often the water heater rather than the pipes, though every home differs. If yours is leaking or failing, ask about water heater replacement and what the old tank's condition says.
Horizon West is a place we mention rather than describe. The Census counts about 58,000 people there, and most of it falls inside ZIP 34787. An address with a Winter Garden mailing name may sit outside city limits, so check your water bill to see who actually supplies you.

Winter Garden plumbing emergency: what to do before we arrive

Close the main valve where the line enters the house, then open a low faucet to drop pressure. Move valuables off the floor and stay clear of wet outlets.
Drains backing up
Stop using every fixture. If more than one drain is rising, the trouble is in the shared line, and drain cleaning should not wait until morning.

That points to the street side, which is a city matter. The City of Winter Garden lists 321-436-4559 for utility emergencies after hours and on weekends.
Water heater leaking
Switch off its power at the breaker and close the cold feed to it. If you smell gas, leave the building and call 911 or the gas utility before you call a plumber.
After hours, your call goes to dispatch, and the plumber decides with you whether the job needs a visit tonight. A slow sink or a dripping faucet can usually be booked as a same-day appointment when available.
City water, reclaimed irrigation and the backflow rule
The city runs its own water and sewer for 98 to 99 percent of Winter Garden, per Orange County records. The water is groundwater from six deep wells in the Floridan Aquifer. The city reports we read give no hardness figure, so test your tap and read the city's annual water quality report before you pick a softener.
Reclaimed water is available, but supply is intermittent while the wastewater plant is renovated, expected through December 2028. The city page also lists a suspension from November 16 to 20, 2026. If an irrigation zone runs dry on those dates, suspect supply before you pay for a leak search.
On backflow, the owner is responsible for the device from the meter inward, and a Florida-certified tester must test it. A failed test is your repair to arrange. Keep the tester's report handy when you call a plumber.
Permits, the city line and who covers what
The City Building Department at 300 W Plant St, phone 407-877-5136, handles permits. Plumbing contractors need a limited authorization on file and apply through the online portal. Since January 1, 2026, walk-in service has ended for contractors, so a permitted job needs lead time.
Florida's HB 803 says that from July 1, 2026, local governments must exempt some single-family plumbing jobs under $7,500 from permits, with other conditions. Confirm with the city before you assume your job qualifies.
